OPERATIONAL INTELLIGENCE & AI GOVERNANCE
A governed AI architecture for turning authoritative weather data into explainable operational safety decisions.
GOVERNED BY DESIGN
The model explains the result. It does not decide what the result should be.
Most AI weather demos ask a language model to interpret a forecast. I wanted to solve a different problem: how do you let AI explain operational risk without allowing it to decide what constitutes risk?
Zora separates those responsibilities. National Weather Service evidence enters a deterministic operational pipeline. Hazard classification, freshness handling, authority boundaries, and safety guidance are resolved before the result reaches the conversational model.
Architecture
Weather evidence is collected and normalized before the governed pipeline resolves operational state. The model appears only at the final explanation layer.
DETERMINISTIC / GOVERNED
Every decision through governed application projection is resolved by deterministic rules and governed tools.

GENERATIVE / CONVERSATIONAL
Zora Conversational Interface
Explains the approved result in plain language. It does not classify hazards, choose risk levels, or select safety guidance.
Authority
Source provenance is explicit: Zora keeps formal weather authority separate from its own operational interpretation.
National Weather Service authority
Formal weather products and observations remain attributed to the NWS.

Advisories
Zora-derived governed intelligence
Zora derives an operational interpretation under explicit rules and policy.
Operational hazard classifications
Risk levels
Policy-matched safety guidance
Zora never presents its internally derived classification as though the NWS issued it.
Failure States
Evidence quality and availability constrain what Zora is allowed to claim. When evidence is stale or missing, the system intentionally narrows the answer.
Unavailable is not safe
A service outage is reported as unavailable, never converted into a safe condition.
Stale alerts do not mean no alerts
Out-of-date alert data cannot support a claim that no alert exists.
Missing observations are not estimates
Zora does not fill an observation gap with a fabricated or inferred reading.
Forecast thunder is not observed lightning
Forecast conditions stay distinct from observed events.
The LLM cannot invent or substitute safety guidance.
Classification and policy-matched guidance are resolved before the conversation begins. The model can explain that governed result, but cannot replace it with its own recommendation.
Evidence
Three views show how authority, operational interpretation, and engineering proof meet in the approved experience.

Conversational safety proof
Zora distinguishes the absence of an active governed hazard from an unconditional claim that working outside is safe.

NWS authority in the conversational interface
Formal NWS alerts and current weather observations appear as source evidence within the approved application.

Engineering and release proof
The release record captures the governed tool surface, acceptance totals, subsystem regression, repository regression, and documented limitation.
Release Evidence
The supplied release evidence documents a bounded tool surface, preserved release gates, and passing acceptance and regression suites.

What I Learned
A recent governed result may be reused on a follow-up turn.
During conversational acceptance testing, I found that closely related follow-up questions may reuse recent governed weather evidence rather than forcing a new tool call on every turn.
I tested the behavior instead of assuming it away and documented the limitation. I do not claim a freshness guarantee the system had not proven.
Release Decision
SHIP
PASS (documented limitation)
The project passed deterministic intelligence, governed-tool, approved-app, regression, Git-preservation, and recovery gates. The conversational follow-up behavior remains documented as a limitation.

The model explains the result. It does not decide what the result should be.
A governed weather pipeline, clear authority boundaries, and a documented release decision turn this principle into an operational system.
